In 2025, Erin assumed the role of Deputy Insurance Commissioner. Erin joined the agency in August 2021 following a distinguished 25-year career in health insurance, including financial management for a federal government program and internal audit management. At CSI, she guides all aspects of the insurance division, managing a staff of approximately 40 persons. Erin has strong knowledge in all aspects of insurance regulation, including captive insurance, which she wholeheartedly supports. “The complexities of the insurance industry and the policies that help shape it fascinate me; I wish there were more hours in the day to dive into the intricacies.”

Dakota Terry is the lead captive analyst with the Office of the Montana State Auditor, Commissioner of Securities and Insurance, where she leads the state’s captive insurance regulatory team and oversees licensing, ongoing financial analysis, and compliance for Montana-domiciled captives. Drawing on a background in financial engineering, she focuses on practical, risk-based oversight that maintains Montana’s position as a relationship-driven, innovation-friendly domicile while enforcing rigorous solvency and governance standards for captive insurers. In her role, Dakota has grown from intern to lead analyst over the span of five years. She has engaged with every facet of captive regulation and, most recently, has developed training materials and refined internal processes that codify Montana’s regulatory philosophy alongside statutory requirements. These efforts help her team deliver timely, nuanced reviews of applications, business plan changes, and annual filings. She is experienced in all things captive, with particular focus on corporate structures, formations, and emerging industry trends. Dakota grew up in rural Big Sandy, Montana, attended Montana State University in Bozeman, and now calls Helena home, giving her a grounded perspective on how captive insurance can support real-world businesses and communities under the Big Sky.

Ramona is in her 11th year with the Department and is in her fifth year of providing operations and compliance support to the captive regulatory team. Her previous roles with the Department included a position with the agency's Central Services Bureau, and she also held a Legal Secretary position with the Department's Legal Services Bureau. Ramona's husband (Ted) also works for the Department; he is the Bureau Chief of Insurance Investigations and Insurance Consumer Services. Ramona and Ted enjoy their mountain cabin, hiking, fishing, and snowmobiling.

Jason joined Montana's regulatory team over a year ago, bringing 4 years of accounting experience to the regulatory team. Jason had worked for the Auditor General in Arizona, conducting annual financial and compliance audits of all State agencies, counties, community college districts, and universities in accordance with generally accepted auditing standards, Government Auditing Standards, and federal single audit requirements. After moving to Montana in 2022, Jason worked for the Department of Administration's Local Government Services department providing financial and accounting services to state agencies and local governments. Jason then transferred to the Statewide Accounting Bureau team where he participated in the completion of the 2023 State of Montana Annual Comprehensive Financial Report (ACFR). Jason is married to his wife, Heather and they have four children - Canaan, Eden, Ezekiel, and Judah.
