Charles ("Charlie") Ruchelman is a partner at Caplin & Drysdale, a tax and litigation boutique law firm in Washington, D.C. Prior to entering private practice in 2003, Mr. Ruchelman was employed as an attorney with the IRS office of Chief Counsel and then at Tax Division at the Department of Justice. While at the Department of Justice, Mr. Ruchelman was on a litigation team that tried two cases involving leveraged corporate owned life insurance. In private practice, Mr. Ruchelman represents clients in tax disputes with the Internal Revenue Service and state taxing authorities. For the past 10 years, Mr. Ruchelman has represented clients with section 831(b) small captive insurance plans. His trial team recently completed a three week trial in the U.S. Tax Court with 17 fact witnesses and 6 expert witnesses.
